Vista, California - Deputies from the Vista Station, COPPS Unit and two minor decoys participated in a statewide "Decoy Shoulder Tap Operation" at various locations in the City of Vista.

The focus of the operation was to targets adults who purchase alcohol for people less than 21 years of age. Under the program, a minor, under the direct supervision of a peace officer, will stand outside a liquor, convenience or grocery store and ask patrons to buy them alcohol. The minor indicates in some way he or she is underage and cannot purchase the alcohol. If the adults agree to purchase alcohol for the minor, deputies then arrest and cite the adult for furnishing alcohol to the minor.

A total of 86 contacts were made at various establishments. The following subjects were arrested and cited for furnishing alcohol to a minor. 23 year old Sen Lu, 48 year old Felipe Audelo, 54 year old Rogelo Martinez, 21 year old Cesar Galindo, 25 year old Rodolfo Martinez and 65 year old Susan Sawyer. Alcohol related Shoulder Tap Operations help reduce alcohol abuse and opportunities for minors to obtain alcohol. Statistics show they generally have a higher rate of drunken driving crashes than adults. Studies also show the combination of alcohol and youth tends to increase criminal conduct.
